WYOMING CERTIFICATE OF COMPLETION REQUIREMENTS
Section 1. Authority. These rules are promulgated by the Wyoming State Board of Education pursuant to W.S. 21-2-304(a)(iv).
(a) Each school district shall provide students with disabilities whose IEP team places the student on extended standards pursuant W.S. 21-2-304(a)(iii), the opportunity to receive a certificate of completion.
(i) Requirements for earning a certificate of completion shall be written by the IEP team into a four-year plan and attached to the student's IEP.
(ii) Requirements for earning a certificate of completion shall be unique to each student and consistent with the student's IEP but are not dependent upon meeting all IEP or IEP transition goals.
(iii) Requirements for earning a certificate of completion shall be developed during the IEP transition planning in grade eight or upon high school enrollment if not already established for transfer students.
(iv) The plan for receiving a Certificate of Completion must be signed by the student's parent/guardian and reviewed annually at the student's annual IEP team meeting.
(v) If a student awarded a Certificate of Completion is less than twenty-one
(21) years of age, the student has a continued right to attend public school until the end of the school year in which the student reaches age twenty-one (21) or until the student has earned a high school diploma, whichever is earlier.
(vi) A Certificate of Completion is a certificate option and not recognized as a high school diploma under state law.
