School Nutrition Project

Section 1.Authority.  These rules are promulgated pursuant to 2018 Wyoming Session Laws, Chapter 134, Section 206.

Section 2. Definitions.

(a)                "Processing costs" means the costs associated with butchering livestock and poultry. This includes cutting, grinding, or forming ground products into patties without any additives or fillers.  Packaging entails vacuum-packing, freezing, or storing meat fresh.

(b)               "Wyoming meat" means poultry, lamb, pork, beef or bison residing in Wyoming at the time of slaughter and donated by a Wyoming producer.

(c)                "Wyoming producer" means any person engaged in the business of producing or causing to be produced for marketing, any Wyoming meat as defined above.

Section 3. Grant Application.

(a)                A school district may apply to the Department of Education for a grant to pay for processing costs for Wyoming meat via competitive grant application.  The Department of Education will release the application no later than October 1 of each school year.

(b)               A grant application must be submitted to the Department of Education no later than October 31 of each school year.

(c)                The district must submit estimates of its processing costs.

(d)               The district must provide a description of its goals for increasing the quantity of Wyoming meat used in school lunches.

Section 4. Grant Funding.

(a)                The Department of Education may provide funding to equally match a district's processing costs during school year 2018-2019 and school year 2019-2020, contingent upon available funding.

(b)               Grant funding shall only be awarded to pay for processing costs of Wyoming meat donated to the district for use in school lunches. Grant funding cannot be used for the cost of processing of prime cuts or other cuts not intended for school lunches. 

(c)                Priority will be given to districts that already participate in farm-to-school efforts and have already contributed district funding to pay for local meat processing.

(d)               Only districts that currently participate in the USDA National School Lunch Program are eligible for grant funding.
